The DOS released the [1] October 2007 Visa Bulletin, and it’s not too bad.  How they count boggles my mind.  In any event, EB Second Preference is current except for Indian and Chinese Nationals whose Priority Dates must precede April 1, 2004 and January 1, 2006 respectively.  EB Third Preference is available for those with Priority Dates prior to August 1, 2002 except for China, India and Mexico where the dates September 1, 2001 for China, and April 22, 2001 for India and Mexico.
